جڏهن ٻه ڌُريون هڪٻئي کي تباهه ڪرڻ جون ڌمڪيون يا دڙِڪا ڏينديون آهن، ته ان صورتحال کي بيان ڪندي هي اصطلاح ڪتب آندو وڃي ٿو. جيتوڻيڪ ڌمڪين ڀري صورتحال منجهانئن ڪنهن به هڪ ڌُر لاءِ مڃڻ جوڳي نه هوندي آهي، ان هوندي به ٻنهي مان ڪا به ڌُر ڪنهن امڪاني يا اوچتي حملي يا اُن جي نتيجي ۾ پيدا ٿيندڙ تباهيءَ جي امڪانن کي رد نه ڪندي، ڳڻتيءَ واري حالت ۾ رهندي آهي. ان ڳڻتيءَ واري حالت کي ختم ڪرڻ لاءِ ٻيءَ ڌُر جي آڏو به ساڳئي قسم جو ماحول پيدا ڪرڻ جي ڪوشش ڪئي ويندي آهي ته جيئن ”دهشت يا ڏهڪاءُ جو توازن“ پيدا ڪري سگهجي. هيءُ اصطلاح ”ٿڌي ويڙهه“ وارن ڏينهن ۾ آمريڪا ۽ سوويت يونين ۾ نيوڪليائي برابري پيدا ڪرڻ جي حوالي سان ڪافي مشهور ٿيو. پر هي تصور بُنيادي طور”طاقت جي توازن“واري ويچار جو تسلسل آهي
